0 Quick Apply Full-time 1 day ago Full Job Description The Bryan County Board of Commissioners is now accepting applications for a full-time Tax-Tag-Title Clerk in the Tax Commissioners Department.
This position is responsible for performing advanced clerical and customer service duties associated with selling motor vehicle tags, motor vehicle registration, motor vehicle titling, motor vehicle taxation, and collecting taxes on real and personal property.
ESSENTIAL FUNCTIONS The following duties are normal for this position.
These are not to be construed as exclusive or all-inclusive.
Other duties may be required and assigned.
Collects and processes taxes on real property, personal property, vehicles, timber, mobile homes, heavy duty equipment and recording intangible tax; collect fire tax and solid waste collection fees.
Data is entered in the computer; payments are received and processed; records and documents are maintained.
Determines and collects sales tax as appropriate.
Clerical enforcement of Georgia Laws as related to:
titles, registrations, motor vehicle insurance compliance, ad valorem tax, sales tax, heavy road use tax; required fees, penalties, interest, weight limits, residency requirements, inheritance, probate, year's support, bills of sale, Federal odometer requirements, salvage vehicles, abandoned vehicles and title brands; collection of returned checks, counterfeit or forged monies, titles, identification and other documents related to fraud; bankruptcies and other court orders.
Greets customers, responds to questions and public complaints related to tax activities; answers telephones, routes calls, handles mail, provides information and assistance to tax service seekers.
Receives and processes tag and title registrations and transfers tags to vehicles; determines value of vehicles; records insurance and other related information about the owner; processes tag applications; collects taxes; issues decals and license plates; enters data to computer.
Advises automobile dealers on Title Ad Valorem Tax (TAVT) regulations, errors, and omissions.
Assists citizens with the transition from yearly ad valorem to Title Ad Valorem taxation.
Assists citizens new to Georgia with the transition from out of state to Georgia TAVT.
Explains and answers citizens' questions about Taxpayer's Bill of Rights when appropriate.
Advises citizens of their right to appeal vehicle value to the Board of Assessors when appropriate.
Explains procedure for filing appeal prior to vehicle registration and payment of TAVT.
Advises citizens of their right to appeal property tax assessments to Board of Assessors when appropriate.
Explains procedure and requirements for filing appeal.
Issues special license plates according to eligibility of taxpayer or according to weight of vehicle.
Issues handicap placards according to Federal and State law.
Provides information and assists customers, taxpayers, attorneys and appraisers relating to status of tax matters.
Some Tax/Tag/Title Clerks process and E-File Recording Intangible Taxes.
Prepares and mails related correspondence to taxpayers.
Receives tax payments from customers, issues receipts.
Tax/Tag/Title Clerks at the main office assist in preparing and mailing delinquent tax letters.
Issues mobile home decals and receipts; enters data to computer.
Performs tax collection duties by writing or calling delinquent taxpayers.
Assists in collecting delinquent taxes on real property, personal property and mobile homes; prepares, processes, mails and maintains related records and documents.
Assists with records management duties.
Verifies and ensures proper documents are utilized by taxpayers when conducting tax transactions.
Assists citizens with filing homestead exemption; explain different types of exemptions available; explain qualifications and requirements to determine eligibility for proper exemption(s).
Work with various county departments such as Clerk of Courts, Tax Assessors, Planning & Zoning, Engineering, Probate Judge, County Attorney, County Commissioners and others in performing assigned job duties.
Checks clerical entries in daily transactions and records to ensure accuracy and completeness.
Proofs and prints daily transactions, balances cash drawer.
Maintains record of all telephone messages.
Assures that telephone messages are returned before the close of business daily.
This task rotates among Tax/Tag/Title Clerks.
Picks up daily mail and mails processed work as needed.
Assists with the workloads of other office personnel who provide clerical and customer support services as needed.
Performs other related duties as required.
KNOWLEDGE REQUIRED BY THE POSITION:
Knowledge of Georgia laws and regulations regulating motor vehicle taxation and the collection of real and personal property tax.
Knowledge of computers and job-related software programs.
Knowledge of titles and property ownerships laws.
Skill in interpreting complex information and in conveying it to others in an accurate, complete, and understandable manner.
Skill in public and interpersonal relations.
Skill in oral and written communication.
MINIMUM
Qualifications:
High School diploma or GED required; one year of experience in general office, clerical or customer service work or a related field; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities for this job.
Must possess a Georgia Driver's License.
